this is simply a matter of opinion. pot plants can survive nearly any ph from 4.0-7.0, but ideally should be between 5.8-6.5, as outside this range you do lose some nutrients.

why do you say they're fine? jumping white bugs are thrips, and they are disease spreading and are definitely a PEST. water with a mix of 1.5 tsp neem oil, 2 tsp castile soap and a gallon of water. also spray the plant down with the same ingredients in a quart of water instead of a gallon.

check the ph of your runoff water. i'll bet it's high. that soil also looks kinda crappy, and honestly with a plant that young already having issues, i'd start over with good soil and nutes and good seeds.

it looks similar to aphid damage, but it could be a number of things. aphids cause the leaves to dry and curl like that, which also provides protection to them. i would look the plant over for signs of the infestation. also keep an eye out for ants, as they are kinda like shepards for aphids.
