At what week do budds fatten up?

So i think it was nutes blocked up, I checked ppm of run of, and it was 2900... So i flushed her, and brought it down to 650. So lets see if it gets better. All the tent is coming along nicely. The middle part of tent you can finally see budds coming, and all the other ladies budds coming...
