Ditch the incandesent bulb and just use CFL's. Regular bulbs are garbage, especially for plants. If you want more natural you can get cheap organic nutrients for the price I said up there.

How old are they? Once they get a couple sets of true leaves yea you can give them 1/4 or 1/2 strength feeding and work up from there. If the soil they're in is already really fertile you could wait a couple weeks.

Yea depending on the soil, but why? You can get all the nutrients you'll need for around $10 if you're on a budget and it adds to the final yield so much more than that initial $10 investment.
