Depending on how often you water they usually wash out during the first two weeks.

Usually they dont. What is the temp where the ballast is? You also might want to try and run a fan on it that might help

I would go ahead and use half nutes looks like a Nitrogen def.

I had a problem myself that looked alot like this mine was caused by Mg def.

When i first started i was using a cabinet that was 35"x14"4' I used a 150 HPS, completely covered the inside with mylar. I had a reflector hood inside this but switched it to my new grow room.

What type of ballast are you using? Sounds to me it might have over heated, also most ballast have a internal protector that if it turns off it won't turn back on for 5-10 minutes. The flickering is normal i have a brand new ballast does the same thing.

Had the same problem with the start of this grow turned out to be a magnesium def. You just add 1 teaspoon of Epsom salt per gallon of water, but like Brick said make sure your ph is in the right range
