Well one cfl per plant could be possible if you buy stronger cfls. They have cfls that go up to 200w each! But not at home depot... Lol It really comes down to lumens per/foot But for us to determine that you'd have to write me your dimensions (length width and height) of the room your using

now they say you need like 100w for the first plant then 50 for each additional one, but some also say 100w per plant (the more the better IMO) so for 4 plants you would need like 250-400w but then you have to measure your grow space and find out how many lumens per square foot your putting out...

so its not 150 watts shining on your plant its actually 42, if you would want 150w of real power used you would need to buy like 4 of them to make 168w 42x4=168 not 4x150=600 (would be nice though)

Like on a CFL box from home depot they will say shit like 42w= 150w what that means is that cfl will use 42 watts and put out the light of a 150w incandescent (DO NOT USE INCANDESCENTS LOL!!!)
