Growth will slow down after a shock of overwatering or over fert.
Incandesent bulbs are not good for growing. THey put out more heat than light. Get some florescent lights. CFLs of tube florescents

There are way too many factors to take into account!
Even if you give two growers the exact same equipment they will not have the same outcome.
Its all based on skill.
To run a pump and a timer to set up a drip system on solar is very do-able within your bugget. Harbor freight has a 45 watt solar panel system for around 200. And you can find a DC(solar) pump to use for about 25 bucks. You could put the panels up in a tree so they are less noticable.

HSA, I have grown a bush under a 1000 watter on a light rail and still needed some side lighting or underlighting for the lower buds. You could have 20 plants or one plant under a 600w it all depends on the size.
CFLs are great to light up a dark corner or to give you a full spectrum of light. I like to add a few 6500k or daylight bulbs to my HPS to give a more balanced light. I have seen alot of grows only using CFLs. Dont underestimate their power!
