you want to use the peroxide on the roots not the foliage, the normal use is in the watering to help with o2 and to take care of some sludge problems in mainly hydro conditions. you want to use seltzer water on the leafs, it contains co2 in which the plants need for accelerated growth.

sounds like over kill to put seedlings under that much lite , i would think that all youd do is burn them up! for 40 seedlings, depending on what size container u put them in u could set up a couple of cfls for the cost of running those lites for a month. just an opinion
