Yes but 48 plants wouldn't have any room too bush out and I think light density would be a problem with a 400 watt that's why I only do 4 tops so I have some room for them to bush out.

What are you growing them in a tent or a room? What are the dimensions of the grow space?

I think 2-4 is the magic number for that size tent. I have the same size tent and a 400watt mh/hps I'm doing 4 right now but depending on how they grow I might cull them down to 2. I like to have some elbow room in my tent in case I need to make adjustments to equipment or plants.
