from looking at ur pictures, i would think it is the positioning of your light. plants grow towards light and position themselves to absorb the most amount of light. that means facing the largest surface area perpendicular to the light. try raising the light a bit and having all of your light...

im using currently using two T12 GE Plant & Aquarium Flouros, one cool white 20W clf, and one 23W clf. im currently 4 weeks into flowering and they have finally stopped growing (just in time, i had about an inch or two left of grow space..... sorry to hear about your grow. if its at all...
