It's old skool but I personally prefer the paper towel method. Probably upwards of 90% success rate from bagseed in my experience. Thats just germination though, not a complete life cycle.

I don't know anything about either hood, but what size fan are you working with now? I would take that into consideration, running ducting reducers will increase noise and reduce cfm. Imo you should only use reducers if you must.

One 400 watter would work for your small space, two is possible. Heat is going to be a concern for you even with your DIY air-cooled lights. As far as yield goes, you definitely have the light to pull it off but it seems to come with experience. Just my two cents, and I'm far from a pro.

Do you have a 250w light setup to go with that extra bulb? You don't want to hook that bulb up to a 400w ballast. Not sure what would happen but I wouldn't want to be there...
