It should be measured at canopy level inside of tent not in direct light if possible. And have you definately got one of those thermometer and RH meters because it's the Relative Humidity to the temperature that matters.

You definately sure the RH is that low? makesure your meter is not faulty first. Humidity is normally somthing a grower has to battle against rather than try to promote.

Do you have enough air flow for all those lights?

Maybe you could use a humidifier or take your air intake from a more humid place maybe.

A reflector is best chosen based on footprint coverage. You want the one that first of all has the right shape footprint with minimal hotspots, then if it's the latest and greatest all singing and dancing and endorsed by the god of ganja himself then thats all the better. Scroggsy.
