if you cant get a heater to heat try putting the pots on polystyrene foam pads to keep them off the floor, put bottles of water in the room (water holds it temp for quite a time).

id start that off @ 1/4 strength and work it up too full strength. plants can take any amount of nutes providing you build them up to that level. doesnt mean youll get bigger/better yield jsut coz you upped the nutes
