what spectrum are the CFLs? if they're reddish/orange then they're not giving your plants the light they need for veg growth. you want blue (6500k) spectrum CFLs. also, how close are your lights to the plants? they should be within 2-3 inches because CFL light isn't very penetrative.

you didn't read my post. my lighting fixture isn't in any of the pics, and it's 8 30w blue CFLs. i have it held out of the way because it hangs ~2in above all of them.

i don't think i ever saw any blue cfls at walmart. they're probably red.

a little update, if anybody cares: i finally replaced the 26w reds with 30w blues and in a little less than 6 hours, there's been a drastic improvement. leaves are less droopy, and the plants are starting to stretch. what's a good indication for when i should transplant them from solo cups to...
