Do wing reflectors increase the square foot coverage of a HID lamp?

At what time should I transplant my seedlings into larger pots for HID lights? Should I use seedling soil and wait till they are about 4 inches? That is what I was thinking. Is this a bad idea? When do I start fertilizing the seedlings with nutes?
