Looks pretty much fine. Those little spots will happen here and there could be burn from something on the leaf like nutes/ash maybe a bug. Doesn't seem to be effecting the whole plant though

You could start seeds/clones in it... but I would not grow in it... just not worth it imo. 14 inches of height, the pot would be like at least 4 inches high, the bulb would take up at least 2 inches, and the plant would have to be at least an inch away from the bulb. So you are left with 7...

Buy a rubbermaid tub, like the DWC guys use. Put a cinder block or something similar in it to elevate your pot. Start flushing. (I water my plants like this. I wouldn't call it a flush, but I do like good runoff)
