You definitely can - but unless you root 100% of your clones, you'll have to start from seed again. My suggestion would be to cut off a few lower branches as well and clone them. The lower branches don't get much light and thus don't yeild much, plus they have more rooting hormones in them so...

It depends on when they were pollinated. When the seeds are ripe , though, you will be able to see them in the bud. Like, "hey look, seeds that look plantable in my bud"

Give up, move it indoors, or plan for next year - you won't make any bud outside this late especially up north
