Maybe 150W HPS is not enough for your 3 (if not mistaken) babies... I'm not 100% positive but I think that a fluorescent light would not cancel out your HPS. You should get another opinion on that. I would put the HPS on top and the fluo vertically on the sides!

They look quite ready to flower to me... But depending on the strain there should be some guidelines on how tall they get in vegging and flowering. It looks like an indica dominant to me so it is supposed to be short to medium in height... Keep in mind that once you flip them to 12/12 they will...

I started topping at about day 24, but I guess that depends on the strain and the actuall growth. There are load of threads around about topping and other techniques to try out... My fav is Fimming. You can see some pics at my journal. There are loads of videos around too about topping, fimming...

It sounds not very gentle to the little ones roots... Pushing it downwards could snap the delicate roots I think! I'd go with the 'turn upside down while holding and securing the plant" route... Your choice!
