why cant you use a HPS? besides that you live in an apartment. if you use 10 65 watt cfls then your using 650 watts. 250 more than a 400 watt HPS. So your electric costs would be more with the CFL's than the HPS. Any reason why you don't want to use one in the apartment?

switch to 18-6 so cut out some of the heat buildup. fully enclose the grow space and have intake and exhaust to keep the air flowing. And no there is no thing as to much wind as long as the plants dont get ripped up from them. The more the fan blows them around the stronger your plants will become.
