It could also be an infection of the plant... Are you growing outdoors or indoors, mate? I've heard that apparently, yellow dots could be spider mites or an insect attack. Maybe is your humidity a little too high, which could cause the proliferation of bacteria in your growing space...

Agreed with Greendude. Just wait for it to be about 6 inches below the size you it to be, and switch to 12/12 right after. It'll still grow a bit because it'll be surching for light, but at least your buds should appear soon after!

DOn't take this as an insult or an evil joke! :P Unless you have transparent dirt, no need for lights, really. Your best bet is to wait until you see sprouts, since plants, in general, absorb light through their leaves exclusively.
