Depending on your space to grow and how hot the temps will get, I think usuing a cpl higher watt CFL bulbs that are 6500k are easier than using a lot of low watt cfls. What soil are you using? I would use anywhere from 150w and above, ( true wattage not eqv. ) make sure the bulbs have a good amount of lumens too.
