Yes it's normal. The pistils (brown hairs) retract back into the bud as they mature. More pistils will grow to replace them. This is normal. DON'T use the pistils as a method to judge your harvest time. Buy a 60x loop and check the trichomes.

Your grow area looks sweet. I'd definitely supplement the light when you start flowering though. Add a 600 to push you closer to 600w draw at the wall or maybe some cheap led strips to get a bit light on the sides.

If you bubble the rez with an air pump you can change it less frequently. You can just top the rez up with plain water to drop the ppm and add more nutrients to get the ppm back up. Obviously check the ph every time. Topping off the rez will also stop the water stagnating as quickly. I'd still...
Use the amounts on the back of the bottle but halved. Increase ppm 50 - 100 ppm each time you change rez until you see the tips slightly burn then dilute the solution back down by 100 ppm and that should be your sweet spot. Do the same when you change to bloom nutrients.
