If it were me I'd use eight 23w 6500k cfls. This will provide plenty of light for vegging a few seedlings. It's helpful to be able to adjust the height of the lights since you can easily veg them a foot under this scenario. Then off to the 600w HPS.

Add more cfls, not soft white, use daylight at least 5000k but 6500k is better - four for $9 at Lowes. Four is enough to get you going but six or eight would be better.

If you just plant them in the soil to begin with, then dome the top or cover the cup with a baggie and put them in your lighted grow chamber you won't need to worry about this. Take off the baggie once they pop out of the soil.
