I would flip them to flowering now since you are using CFL. CFL does not penetrate very far at all. Those girls will stretch in flowering. If you are switch to hps in flowering...I would veg for a month and a half then flip. They normally finish at 4ft. Good luck Chuck.
If that was my gal.... I'll grab more of the tip and let all of the side grow upward. I would not pick any leaves of her yet since she is still small. Just be gentle.
No diss to you RM3. My clones are 3" under 8bulb 54watt T5 and they are loving it. Greening back up from the cloning process. No fan in the room. This is just my experience. Everyone's room and environment is different.
