dankness comes from SO many factors. Keep your temps and humidity good and your light sufficient and you should grow to most of the potential of the plants.

I never use a dome during seedling, it simply gets to moist even with the vents open. I usually have to raise the hood a little using chopsticks

where did u get your medium? Was it sterilized?

dont do it, just transplant, the roots will take to the new soil fine. If roots see too much light the plant will die, don't risk it.

I had this exact problem on this grow. I immediatly transplanted into ocean forest and all of those leaves STILL look like crap. However all new leaves are great. Dont worry about cutting them off they will die on their own. I would DEF transplant. Use a shovel try to get under the roots...

I would fertilize when your plants evidently show that they need it. I.e. Yellowing tips. Mine needed it right after the first transplant from seedling stage to veg stage around 2 weeks in soil. I nuted at 1/4 the strength and nothign bad happened, in fact they look great.
