Yep, I'm in Australia East coast and I purposely start some plants inside and put my them out in early August when they should really go out in early October and i actually get two harvest a year that way so it definitely happens.

That's a completely normal part of flowering, weed is an annual plant so when it's flowering it's also getting ready to die, it stops sending nutrients to leaves it doesn't need anymore so it can concentrate all it's energy on reproduction (bud production).

It doesn't need Co2, I think your problem might be the soil. If it's not getting enough oxygen to the roots it won't grow properly. If it's an auto and it's not doing well at this stage it's probably a waste of time anyway mate. And yes if you are indoors 35c is too hot.
