Yeah, chiefsirbong420 is right, as soon as you see the cotyledons open (and the seed shell is off), it's time to remove the dome. Works 100% of the time for me, but I actually remove the dome after the leaves are open and I can identify the "real" serrated leaves. I also have low humidity...

You've never heard of leaves yellowing due to lack of light? Wow. Cannabis isnt the only plant I grow by the way. And wattage has nothing to due with light penetration and intensity, especially when using CFLs.

If you're going with seeds, I'd suggest the Single Seed Centre. I use them with no complaints at all; fast shipping, low prices (shipping is kinda costly), and best of all they sell single seeds of everything so you don't waste a ton buying "packs" of seeds you don't intend to grow all of.
