They lay the eggs in the soil and the larvae eat at your roots. Put a two inch layer of sand on top of your soil after you treat for the bugs and you shouldn't get them back but you will need to get rid of them.

The light spred on 400W it 3ft so if you have a 6' rail dead center it should cover your whole grow area.
