    You need to supplement those plants with light. Keeping them outdoors with that much dark will start them flowering and retard growth. 13 hours won't be enough either unless you plan on flowering outside in 90 days or so. Get some supplemental light and shine it on them for part of the night...

    Yeah, looks like they need food, but nutrient uptake can be effected by many factors. I had a very similar looking problem when I let my plant get too dry in low humidity conditions. The damage lasted until the new growth appeared. I didn't feed, my damage was worse than what yours looks like...
