No. Wait until they die ( or you get some cash ) and then get some good spectrum plant-specific bulbs. The benefit is probably not worth the cost if you have working bulbs. Good ones aren't cheap, but in the long run, they are worth it. Its all about the spectrum.

I use two 600 quantum digital with dimmer. Never had an issue with the ballasts - I've run them for months on flower cycle. I think they are great, and not much more expensive than the old style in the 600w model. I would swear that they are brighter, but it's just a subjective guess. However...

That would help. The heat wants to get out the top, but you should have intake holes at the bottom somewhere, or it won't have very good convective flow.

Try the corner of the room with white paint as suggested. You can get a roll of mylar and make one or two free standing frames for it, sort of like an old-style floor mirror. Staple the mylar to the frame, and you have movable reflective walls. I use this in my room, works perfect.
