Not necessarily. Adding Co2 to a grow means you can have temps higher if you really wanted. Add some intake fans and some out take fans. If you bought one small RVK fan you could use it as an out take fan, this would solve your problem completely.

You're going to get a better draw through the carbon filter if the fan and carbon filter are as close together as possible.

How? Think about it logically. 24/0 = 100% light all the time, more growth over a shorter period..
