Well there is your problem. :) Use the cool tube "correctly" and buy yourself another extractor fan, they're not that expensive and it'll solve your problems.

So you've got intake and out take fans for your grow and your cool tube being cooled by a separate line of ducting and fan combo right?

Cover the soil with something like sand.

Have you considered using a cool tube? The light is the main source of all the heat that is being created in your grow space. By using a cool tube you are extracting that hot air away before it gets a chance to heat your grow up.
