my 5 inch fan is at the top, sucking out hot air, the 3 inch fan is near the bottom blowing in. i would have no issue removing a bulb...as for repositioning it...that may be an issue. The lights are on the lid of a rubbermaid bin, with a power strip glued/secured to the underside, with adapters...
