Nothing kicks balls like hps! A small 400 watt set up isnt bad price wise. It depends on how serious you are in investing in you grow. Spending a ton of cash doesnt always produce huge yields, a 250w is fine for a personal stash set up, and around 120$.

Get a flashlight and look for spider silk strings,spidermites most likely, not a huge deal. Get some safer insect soap and spray em. I advise alternating with a good water misting after 2 days to clean the leaves of the soap. Or you can go a massage each leave and smash each little guy manually...
