A ph. of 4.5 locks out all kinds of nutrients so does a ph of 5. You're going to need to correct the ph. before you can solve any nute probs. The ph. can change sereral times a day, so check it as frequently as possible.
She's still a baby so i'm looking for the pre-flowers that are supposed to appear sometime between 1-4 weeks. I've tried the magnifier technique but to no avail unfortunately :P I'll try taking some more shots later today.
Give it at least three weeks before you give up on it. I've had runt's/ disfigured seedlings turn into great plants. It takes a couple of weeks for the root system to really take off.

The thing is chlorosis (yellowing) of the lower leaves can be caused by a number of deficiencies. They're four weeks old so find a fertilizer with a decent N and P value and make sure it contain a list of trace elements then dilute it to 1/2 of the recommended dose.
If it happened after transplantation I wouldn't worry too much. The root system was probably slightly damaged and now the plant is using the nutrients stored in the lower leaves to stay alive. They should recover in week or so. If not I'd look into nute deficiencies.
It should give you about 7000 lumen if you keep it four inches from the plant. It doesn't sound worth it really. What's stopping you from investing in a higher wattage HPS?
