I would go with a 400w. A 250w will just make you wish you bought a 400w instead. It is easy to vent a 400w. I have an air cooled hood in my closet and I have NO HEAT issues with a 400w. that just my 2 cents,

Get a 400w CMH bulb for your hps ballast. CMH bulb is great for veg.
