Hi the tips on the bottom leaves have been burning up and it might be due to heat, its been around 25-30 C degrees and I took the dome off this morning (when the dome was on it was at 70ish% RH) On the new growth there is even that rusty look and that the leave is completely turned upside down...

I think your plant might be almost done, the leaves on the bottom portion of the plant start to put the stored up nitrogen back into the plant and you should start using just water Here is a good link that helps you out with a majority of plant problems...

Yup 6500k is for vegging and 2700k is for flowering, go for any bulb over 23watts try and put as many lights as possible but maintaining temperature at or under 27C/80F

Blood meal could be added but I think it takes a month or 2 to mix in well with soil before it starts taking effect, also adding moss peat or sphagnum I can't remember (they might be the same :S) will lower the pH of your soil I don't know if it takes time to take effect or not

Just saying but I would put the 300W in there with 2-4 6500k 23W bulbs and put the 300w above the 23W so in order for the 300w to reach the plant it first has to go through the 6500k bulbs to reach the plant so it would rise the 300w bulbs spectrum but you are blocking it out by the 23w bulbs...
