As long as the leaves stay moist, they shouldn't wilt any. They have no roots yet, so the leaves are it's only source of water. the bag acts like a humidity dome keeping the leaves wet.

I've never used the powders, I use Clonex gel and get great results. And if you don't use a baggie, you have to make sure to keep the soil moist, but I never lose a clone the way I do it...

I usually put 2 cups in each bag, then blow air in the bag before sealing it to give the cuttings a little room.

My method is similar... I dip in rooting gel, then stick cuttings in cups filled with potting soil. Water soil. Place in gallon ziplock baggy to hold moisture in. Wait til' roots fill the bottom of cup and transplant, takes about 2 weeks
