If you can get proper ventilation/air flow you wont have to worry about heat, T5s really don't throw off much heat at all, even ran 24/0.

The bud will still get you high as hell man, just quality goes down. (Mostly in taste IMO, crumbles into a bud powder almost when you break it up. )

you can start the flowering at anytime, few of the plants I have going now I started at around 4/5 inches, they're about 3 feet tall now.

Get a fan speed controller, usually around 20 bucks. If not cut holes in your tent.... I'd get the controller though :P
