as long as you want, a good veg time is around 2 months from the time the plant sprouts till flowering but you can veg for years if you want. It won't hurt the plant, infact people use mothers for years at times then flower her when they are done with her.

58 isn't to cold for a grow room with lights out, but i know nothing about hydro so i can't verifiy if your water being that cold is bad, i'm sure it's not to bad of an issue, nothing a little heat mat with thermostat to control your res temp can't fix.

Your temps can drop into the low 60s upper 50s with lights off. If you need a heat emitter i'd go with a matt as heat rises and it will keep your soil warm
