    I would flush using peroxide treated water (to fight possible root rot) and give them some nitrogen and maybe a little magnesium (epsom salt). Those stems are quite purple suggesting nitrogen lockout.

    I recommend you get some kind of container, fill it with water, and add a fishtank airstone and use a air pump to saturate the water with oxygen instead of having it sit out and stagnate waiting for the chlorine to dissipate. The roots should be happier and you will have a more difficult time...

    What bleaches leaves? I always thought it was the UV radiation as it only does this under Metal halides in my experience. The HPS doesn't seem to do this.

    Not If you can vent the heat, but If you plan on using glass to insulate the plants from the bulb you would be defeating the purpose of using a MH over a HPS as most of the UV-B will be filtered by the glass. There is a special greenhouse glass that allows it to pass through however.
