You should use 6500k CFLs for veg and 2700k for flower. You'll want 4-6 per plant for best results. You can flower with CFLs but won't yield as much as with HPS. If you've only got a few personal plants on a budget grow CFLs will do the job.

I wouldn't be feeding them at all at this point, and not every watering if I was. Don't over water, stick your finger down in the dirt a bit and if its moist they don't need water. I'd also put em in more soil, doesn't look like there's much in those containers. It's a good idea to mix your soil...

Money is very much a factor for me, I grow for personal use, not commercially. I have a family to take care of, a mortgage to pay, and the last thing I can afford to do is spend $100 + on a few seeds

Man that's real small for 45 days, especially considering you've got it under 6 cfl's. How close to the plant are the lights? They should be about 2"-4" away. Are the 6500k? Have you given it any nutes? you could start out with a weak mix. Anyway, yeah you could put it into 12/12 now

Geozander is absolutely correct. The only thing that can make your plants flower is 12 hrs of light and 12 hrs of dark, unless they are an autoflowering strain. If the 24/0 light from your veg cab leaks into your flower cab it will fuck up your flowering and may cause hermies.

Welcome to RIU. You'll find there are a shit load of posts here about LED lighting. The debate gets pretty heated sometimes. From what I've read, it seems that LEDs do indeed work, but don't have the penetration of HPS and will result in much smaller yields. The panel type ones found on eBay...

The easiest would probably be Hempy Buckets or DWC. If you live in the place where the closet is you could even do soil, since watering by hand wouldn't be a problem. If you use co2 your closet needs to be sealed, and the system needs to be set up so that the co2 goes off when your ventelation...

Some strains can be tricky, so you may want to start out with one that's beginner friendly. You don't necessarily need to buy a grow box, but I guess it depends on...
