No, these are not the 'hairs' you are looking for. When/if they show, they will be white, and usually won't show until you are a week or 2 into flower.

You read correctly, and I'm aware of this. It may be the reason for my slow growth. The 3500k bulbs were the highest 'k' rating available at local hardware store. Supplementing with a 'cool while' floor tube as well until I can swap to 6500k bulbs

here are V2 and V3 just after moving to flower tent: not sure what the white spots on the lower leaves are, but they dont seem to be growing, or affecting overall plant health, so not too worried about them. have checked extensively for bugs of any sort and haven't found any.
