You can switch to flowering as soon as you have alternating node arrangement on stem and fan leaves have at least 7 blades. You are already way past that, so you can flower whenever you want. Those look nice!

It looks fine. In another two weeks or so you will be ready to flower. Soil grows are very forgiving. I have burned several fan leaves on my babies, of course they are a lot bigger, but still, they are fine.
