i have already germinated two seeds and planted them both. i really need help because alot of people are saying i need a 12/12 cycle or something close to make it start flowering, but i am growing outdoors and i am stuck. please help!

once i get it to start flowering, how long do i keep it on the 12/12 cycle. i also read somewhere that i can extend the light hours and decrease the dark hours like 13/11 or 14/10 is that true?
