You just want the plants to be waving gently in the wind, def a good idea as thicker stems means the plant can hold bigger buds. Think of big muscles with bulging veins supplying blood, same principle for the palnts and the waving in the wind is the weight lifting.

No, bud blood is for the first week of flowering only. Its not directly responsible for making buds bigger but as it makes buds start growing earlier, in some cases two weeks, then they have longer to grow bigger.
