your gonna have to have alot more then 18 cfls for anywhere near 17 plants especially if u want to flower....cfls are really more of a micro thing 1 or 2 plants.. not to mention that they get just as hot as an hps or mh bulb. and after u buy the bulbs and spliters and wire and everything else...
