Depends what you want to accomplish with your grow. You can grow a plant under a few cfl's and get some bud.. your light's power will play the biggest factor in your potential yeild.

You can make your room tight with staples and wood frames. Just get a roll of either red vapor barrier tape, or aluminum tape. Cover your seams with tape.. all good. If you vent out of your tent, make sure you have a bigger exhaust than intake (whether passive intake, or small intake fan)...
