    Most of the potting soil sold in home improvement stores and local garden supply has time release fertilizers added to the mix "by the manufacturer". When rooting clones or growing from seed the soil can be too hot! For starting your clones use a soil with no additives.

    What kind of soil are you using? If it has time release nutrients in it, then it sure looks like nute burn to me. If this is the case re-pot to a soil that has no nutrients added to the mix. Good luck!
