The tap filters generally just filter out the things that taste funny or make your water cloudy. Does this benefit your plants? Of course. However treat it like it is still unfiltered tap water when mixing your nutes. It takes a actual R/O membrane to filter out the true badies.

Carbon filters are designed to have a certain volume/s of air across them. If you move air to fast they will not be as effective. Put your carbon filter on one fan and your light on another. kusnotbush takes the prize on this question
