That def sounds like bud rot or mold caused by high humidity, rain, or moisture from frost. Usually if you have bud worms the bud will look kinda like but rot but it wont be a slimy mush it will be dryer brown dead bud/leaf.

Its no problem to start out with your plants in there final container. I take my clones and they go from rockwool into 6"x7" pots they grow in them until my females are finished flowering then they go into my main 3.5gal pots and grow and flower from there.
